The House is in Session and Locked Down

The Speaker has issued a "Call of the House" which means the doors are locked and no members are allowed to leave. This is uncommon, but is done especially when something as important as this is done. Right now, Representative Hammel is giving his farewell speech. every legislator is allowed to give a farewell speech when he is leaving office.
