The Heartland Institute has published an excellent booklet about health care policy called "Ten Principles of Health Care Policy". It is a must read for every legislator. You can obtain a copy by going to www.heartland.org or sending an email to think@heartland.org. Here are the ten principles:
- Health Care is a service, not a right
- Repeal existing regulations first
- Reduce reliance on third-party payers
- Help only those who need help
- Single payer is not the answer
- Encourage entrepreneurship
- Expand Health Savings Accounts
- Expand access to prescription drugs
- Reduce malpractice litigation expenses
- Encourage long-term care insurance
